ADMIN_USAGE

Apply one or more usage limit policy changes atomically. This action sets policy by natural key; it does not create addressable resources or return resource locations. Every change succeeds or none are applied. USER targets may be identified by user_id or email; each resolves to the canonical user_id before duplicate natural keys are checked. Requires admin.usage.limits:write and permission to edit workspace billing.
